enable 48-bit virtual addresses for aarch64

On arm64 systems with lots of ram (more then 64G) we need to set CONFIG_ARM64_VA_BITS_48 to prevent:

[    0.000000] initrd not fully accessible via the linear mapping -- please check your bootloader ...
