wpa_supplicant delay after libressl adoption

After I upgraded my system the boot process takes MUCH longer.
Before it would boot really quickly.
Now it hangs for more than 40 seconds after the message “Successfully initialized wpa_supplicant”.
40 seconds!
What could be wrong?
