ttyUSB0 not assigned to group dialout when attached

pl2030 device when connected to the box does not assigned to group dialout. I’ve added pl2030 in the /etc/modules and the gsm modem loaded as ttyUSB0. However, the group for the device is root instead of dialout.

zen86:~# ll /dev/ttyUSB0
crw-rw—— 1 root root 188, 0 Jul 27 12:34 /dev/ttyUSB0

I tried to resolve this issue with udev, but I got the following bug message:

BUG: soft lockup CPU#0 stuck for 21s! [udevadm:1659]
Process udevadm…

any help appreciated.
