community/restic: should be updated to current release on stable branch

Summary

The current 3.19-stable branch (which I assume is where the current 3.19 repository comes from) has restic 0.16.2. This has a couple of serious data-loss bugs, which is obviously a severe potential problem for a backup program. The master branch (which again I assume is where edge repositories come from) already has the version bumps to 0.16.3 and 0.16.4 which address these issues. I'd guess those commits could be cherry-picked.
