ntpsec does not support pps

The ntpsec package does not support the pps driver. This is because the /usr/include/sys/timepps.h header file is missing during the build (log).

It would be really nice if we can add support for the pps driver in ntpsec since that gives us the ability to synchronize time much more accurately.
