openssl out of date because the arm builders are offline

On 2023-05-30 openssl for x86 arch was updated to 3.1.1-r1 but arm arch still on 3.1.0-r4 https://pkgs.alpinelinux.org/packages?name=openssl&branch=v3.18&repo=&arch=&maintainer=

Is there a reason why its not updated?
