DNS resolution desn't work with root servers for e.g. mozilla.org

DNS resolution does not work when /etc/dnscache/servers/@ contains root server for mozilla.org. Changing this file to local DNS servers and adding /etc/conf.d/dnscache FORWARDONLY=true it works perfectly.

main/djbdns: fix dnscache init script

to not set uncoditionally FORWARDONLY. just the mere existance of
the env variable changes dnscache behaviour. fixes #147.
