[3.16] Build Xen with debug options enabled

As documented in #14090 (closed), Xen is currently unusable in Alpine because of random freezes.

To further troubleshoot this problem, a debug build of Xen is needed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
