Enable BFQ IO scheduler

It would be useful to add BFQ support to the default Alpine kernel config

CONFIG_IOSCHED_BFQ=y
CONFIG_BFQ_GROUP_IOSCHED=y

BFQ is the only IO scheduler that works with cgroups IO scheduling, which has some good use cases. Btrfs also supports cgroups IO scheduling when using BFQ.
