main/rsyslog: backport CVE-2022-24903

!33989 (merged) fixed edge, but stable branches still need to be fixed. According to GHSA-ggw7-xr6h-mmr8, all versions <= 8.2204.0 are vulnerable. NVD has not finished their analysis yet, so https://security.alpinelinux.org/vuln/CVE-2022-24903 does not show impacted branches yet.
