Upgrade GNU bash to 5.1.16

Hi,

There is a severe bug on GNU Bash which is fixed in 5.1.16.

While currently Alpine 3.15 GNU Bash is 5.1.8.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
