bring back foot-terminfo

according to upstream, ncurses-terminfo ships an incomplete terminfo.
the issue i ran into myself is that setting the terminal title in ncurses (in the catgirl irc client) does not change the title.
recompiling with foot-terminfo re-enabled from before this commit fixes the issue.
we should allow foot-terminfo to be installed again, with a replaces=ncurses-terminfo to allow people to choose which version they want.
upstream does recommend using ncurses-terminfo, but most of the issues are about installing foot-terminfo under a different name; we can just replace the files and it should work with either.
