Bootstrap cabal 3.6.0.0

Cabal is currently disabled in edge, and missing in 3.15. The bootstrap process changed from what it was in 3.2.x.x, so we need to adopt the APKBUILD to work with the new situation.

Because cabal is not working with ghc9 yet, this has been postponed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
