Upgrade lxqt to 1.0.0

There's a set of aports to upgrade

https://github.com/lxqt/lxqt/releases/tag/1.0.0

upgrade all related packages
make sure soname dependencies are rebuild
consider move some packages to subpackages
decide on move to community
