3.14: rng-tools/jitterentropy-library hog CPU on ARM/Pi

I noticed rngd is now constantly hitting about 80% CPU on PiZeroW on 3.14.
It seems this is a known issue on certain ARM instances, requiring a post 3.1.0 jitterentropy-library, along with recent rng-tools.

@dbradley any recommendation on this, so that this can be addressed in a 3.14.x release?
