Libcap APKBUILD issues

Two details:

libcap no longer (since 2.25) has any dependency on attr-dev
as of 2.54 libcap.so is installed 0755 by default (since it can be run as a program now)

I do have a question though. Is there a build failure log for mips64? The build script looks like it thinks that can't test itself.
