Subpackage dhcrelay does not create dhcp user

dhcrelay is a subpackage of dhcp and and also require the user dhcp

Log from starting dhcrelay (with only that package installed)

# /etc/init.d/dhcrelay start

Due to this /run/dhcp/ is owned by root:

# ls -ld /run/dhcp/
drwxr-xr-x    2 root     root            60 Nov  8 10:12 /run/dhcp/
