linux-rpi CONFIG_RTC_HCTOSYS missing

the armhf kernel for the rpi versions do not have the flag CONFIG_RTC_HCTOSYS set. Is there any reason for this? Otherwise it could be useful if a rtc is available and configured in the usercfg.txt. It could help with #9032 (closed)
