gitea must not rebuild frontend cos are already provided

current gitea APKBUILD does not use "bindata" build so it uses web frontend already distributed (since gitea 1.11 are already provided in release tarball)

so to avoid network resource usage @6543 and @clandmeter the line https://gitlab.alpinelinux.org/alpine/aports/-/blob/master/community/gitea/APKBUILD#L40 must be make backend
