cracklib-words is broken

When installing the package the trigger runs and the gzip command being ran reports gzip: invalid magic. This makes the whole cracklib-words package broken. However, the trigger runs successfully if GNU's gzip is used rather than the Busybox one.

Possible solutions:

Make the package depend on GNU gzip at runtime
Repackage the words archive in a Busybox gzip compatible way
Fix the archive upstream to be compatible with Busybox gzip
