[package] missing pam config file for newusers

After installing shadow in order to obtain command newusers I'm unable to use the command as I receive the error

/etc/pam.d # newusers /root/common-users.list 
newusers: PAM: Permission denied

Issue is solved if I manualy copy /etc/pam.d/chpasswd into /etc/pam.d/newusers

On debian the file /etc/pam.d/newusers is provided by passwd package which I couldn't find on alpine.

On archlinux the file is provided by shadow package.

What do you think about adding a file for newusers command in /etc/pam.d/ to the package shadow ?

I'm not familiar nor with PAM nor with Alpine Linux and it's policies so please excuse me if I'm wrong in any way.
