Conflict between pciutils and hwids-dev

Both pciutils as hwids-pci contain /usr/share/hwdata/pci.ids and pciutils depends on hwids-pci, resulting in this error:

ERROR: pciutils-3.6.2-r0: trying to overwrite usr/share/hwdata/pci.ids owned by hwids-pci-20190316-r1.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
