Unmounting /media/usb fails during shutdown if udev is running

Attachments show two cases:

unmounting_with-udev: udev (and udev-trigger) was previously started in the sysinit runlevel.
unmounting_without-udev: udev (and udev-trigger) was stopped before shutdown.
