Alpine Linux fails to boot on Raspberry Pi 2B/3B+

What I find is that Alpine Linux 3.9.0 worked, but anything later than that just does not boot and I get a black screen.
The green LED blinks 6 times, which indicates that “start.elf not launch-able” according to this thread: STICKY: Is your Pi not booting? (The Boot Problems Sticky)
