provide var/lib/apk var/cache/misc

and remove unused patches

affects lbu commit and uprades.

added maintainer to several packages as well

The pre14 has a bug causes apk to not read last package in index.
Next commit in git seems to fix this so we backport that patch.

while we are here...

and cleanup old unused patches

delay-state-init: fixes apk add /path/to/file bug
index-delete: backport of apk index -d /path/to/APK_INDEX.gz
