[2.12] apk: add APK_NEVER_INTERACTIVE

Newbyte requested to merge Newbyte/apk-tools:add-apk-interactive-2.12 into 2.12-stable

This is useful in situations where you have systems with /etc/apk/interactive present for interactive users, but you also want to use apk non-interactively in automated scripts.
