split modloop copy into separate script

the question "can alpine media be removed after boot" is frequently asked. the answer is that you can but you need to copy modloop if you want to load modules. since we have modloop copying in setup-disk now, it should probably be refactored into a separate script. then we can tell people "yes but you need to run copy-modloop or stop modloop first"
