main/busybox-initscripts: set 0666 permissions on /dev/net/{tun,tap} instead of 0660

According to https://www.kernel.org/doc/Documentation/networking/tuntap.txt this
is fine, you need additional capabilities to use them anyway.

This aligns with that eudev does.
